A. History and Definition of K3

Occupational safety and health (K3) regulations in Indonesia have existed since the Dutch East Indies government. After independence and the enactment of the 1945 Constitution, several regulations including safety regulations were repealed and replaced with regulations governing occupational safety and health, namely the Work Safety Act No.1 of 1970.

K3 is a field related to the safety, health and welfare of human activities, working in households, institutions, service companies and project implementers. The aim is to maintain the safety and health of work, co-workers, workers’ families, consumers, and other people related to working conditions. Through K3, efforts to control all forms of potential hazards in a workplace environment can be minimized. If all potential hazards/threats can be properly controlled and meet safety standards, then they can contribute to the creation of safe, healthy working conditions and smooth production processes. Here are some definitions of K3 according to experts and other sources

 

Definition of K3 According to OHSAS 18001:2007

Occupational Safety and Health (K3) are all conditions and factors that can have an impact on the safety and health of workers and other people (contractors, suppliers, visitors and guests) in the workplace.

 

According to Mangkunegara (2002:163)

Occupational Safety and Health (K3) is a thought and effort to guarantee the integrity and perfection, both physically and spiritually. This wholeness and perfection is aimed specifically at workers and humans in general, so as to produce a product of work and culture towards a just and prosperous society.

 

Definition of K3 According to Simanjuntak (1994)

Occupational safety is a safety condition that is free from the risk of accidents and damage where we work which includes building conditions, machine conditions, safety equipment, and worker conditions.

 

Definition of K3 According to Mathis and Jackson

Stating that safety refers to the protection of a person’s physical well-being against work-related injuries. Health refers to the general condition of physical, mental and emotional stability in general.

 

Definition of K3 According to Ridley, John (1983)

Interpreting occupational health and safety is a condition in work that is healthy and safe both for work, for the company and for the community and the environment around the factory or workplace.

 

B. Term in K3 Construction

Construction Safety is all engineering activities to support Construction Work in realizing compliance with security, safety, health and sustainability standards that ensure the safety and health of workers, public safety, property, materials, equipment, construction and the environment.

Construction Safety Management System, hereinafter abbreviated as SMKK, is part of the management system for the implementation of Construction Work in order to ensure the realization of Construction Safety. Construction Occupational Safety and Health, hereinafter referred to as K3 Construction, are all activities to guarantee and protect the safety and health of workers through efforts to prevent work accidents and work-related illnesses in construction work.

The Construction Safety Unit, hereinafter abbreviated as UKK, is a unit in the construction work service provider that is responsible for the implementation of SMKK in the project. The SMKK Conceptual Design is a study document on construction safety prepared by Construction Assessment and/or Planning and Design Consultancy Service Providers.

A Construction Safety Officer is a Construction Safety Officer or person within the Service User organization and/or Service Provider organization who has been registered to take part in SMKK technical guidance in the field of Public Works and Public Housing, as evidenced by a certificate of attending technical training/guidance issued by the work unit that handles Construction Safety at the Ministry of Public Works and Public Housing and/or training and competency certificates issued by authorized institutions or agencies in accordance with the Indonesian National Work Competency Standards and provisions of laws and regulations.

The Construction Safety Plan (RKK) is a complete document of the SMKK implementation plan and is an integral part of the contract document. Construction Safety Risk is a construction risk that meets one or more criteria in the form of the amount of work risk, contract value, number of workers, number of heavy equipment used and level of technology used.

Construction Safety Risk Assessment is a calculation of the magnitude of the potential based on the likelihood of an event having an impact on human life, public safety, property, materials, equipment, construction and the environment that may arise from certain sources of hazard that occur in construction work by taking into account the value of the frequency and the severity value.

Construction Safety Monitoring and Evaluation is an activity of monitoring and evaluating the performance of the implementation of Construction Safety which includes data collection, analysis, conclusions and recommendations for improving the implementation of Construction Safety. The Construction Safety Committee is a special unit tasked with assisting the Minister in implementing Construction Safety.
